Congressional GOP Support Trump's Proposal to Replace Affordable Care Act

American senators are working through the weekend for the initial time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.

Deepening Consequences of Federal Closure

The impact on Americans from the longest closure of the US government in history worsened on Saturday, as government employees went unpaid, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Florida Resort

As Saturday's session got under way, GOP senators embraced a proposal made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

GOP Support

Multiple Republican senators welcomed the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We will replace this broken system with something that is truly better for the patient," one senator said.

Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he spoke on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."

Opposition Response

Democratic lawmakers expressed concerned responses to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been defeated by the public and Congress."

Another senator reacted to the criticism of carriers by writing: "Well, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Seriously? In that case I applaud your support for universal healthcare."

Ongoing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have indicated an willingness to an emerging proposal from a small group of moderate Democrats to end the closure in exchange for a later vote on the Obamacare payments.

One Democratic senator, who is leading the negotiations among centrists, said that Democrats "need another way ahead" after Republicans rejected an offer to reopen the government and continue the payments for a year.

Another leading Democratic lawmaker continued in maintaining that Republicans should accept a one-year extension of the subsidies before negotiating the future of the tax credits.

"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get more ill," the senator stated in a floor speech. "That's what will happen if this Congress does nothing."

Partisan Dynamics

None of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of eight Democrats to reopen the government, and the idea of eliminating and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.

Some observers indicated that the essence of such a plan would remove the ACA's requirement that insurance companies cover patients with existing health issues.

After his golf outing, Trump returned to his residence and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a iteration of the proposal that was unsuccessful to secure enough support in 2017.
